The Blue Coat PacketShaper is not a sniffer or a router; it is a transparent bridge. It only sees traffic that goes through it. It has two Ethernet ports: in-side and outside. Usually inside goes to the LAN and outside goes to the WAN. In the simplest of examples the inside port goes to the switch and the outside port goes to the router (or firewall). Both the inside and the outside must be hooked up because, the shaper only sees traffic that goes through it.
